Interesting photo but I’m not sure what I’m looking at . Is the fellow in the center a Boy Scout Leader ? Flanked by two members of the German and Japanese military ?

Just like L-C said. U.S. was remain neutral at that time, and her army was weak , I believe its size was weaker than Portuguese army.Thanks for that … never knew that we had High Ranking Axis Personnel in the U.S. just 10 days before Germany invaded Poland.
