Where do your informations come from?
As far as I know the germans used an almost similar coat to the Kriegsmarine one already in ww1, so the design is at least from the 1910's 1920's
The Germans used a double breasted coat in a unbleached or white cotton duck......they didn't use leather until that short chap with a grease smudge got in power.....
As far as I'm aware there wasn't any leather coat that resembles this OFFICIALLY until the 1930's
While the Uboat service and machinist mates had leather coats, they were like your example and not mine.
They were much more robust than mine as well (brewer's coats are thin and lightweight like a lab coat rather than a tradesman/outdoors coat)

German U-boat crews in ww2. You can clearly see the jackets I referred to. No cotton duck, no linen nor white but clearly single rowed collarless leather coats - not far from the later ww2 machinist jacket.

This is a size 44 although the tag shows 42..John had the tag made sometime ago but the tag size in the pocket is original
The goat on this is really nice and supple but very strong
Gorgeous chocolate colour with a slightly faded mouton collar,knits are nice and solid and there is evidence of removed patches but overall a nice vintage wearer
