Predecessor of WEP? I suppose if no label or traces thereof left behind would mean non-government issue.
Colour and first glance says WEP.
Talon means US? Could it be Canadian? I doubt European.
Civilian fantasy based on WEP with USAF collar, wrist and waist knits?

If not a civilian jacket my money would be on a jacket made from a flight suit cut down. check the front bottom hem, the odd use of a half belt in a strange position and the non military look of the knits. It would also explain why no lining

@ TimP: its possible, but the front of the US Nylon suit has stiched belt, the pockets are higher. On back of the jacket are remnants of yarn on label position.
