Your are correct. But the OOD Underway is the one who gets court martialled when they crash.

Interesting. Their web site says this jacket will be issued to the "top three officers of a ship" I doubt that would be true. The Navy info. release says any commissioned officer who is entitled to wear the SWO Badge ("water wings") will be entitled to wear the jacket.
