The Germans used a double breasted coat in a unbleached or white cotton duck......they didn't use leather until that short chap with a grease smudge got in power.....Where do your informations come from?
As far as I know the germans used an almost similar coat to the Kriegsmarine one already in ww1, so the design is at least from the 1910's 1920's
As far as I'm aware there wasn't any leather coat that resembles this OFFICIALLY until the 1930's
While the Uboat service and machinist mates had leather coats, they were like your example and not mine.
They were much more robust than mine as well (brewer's coats are thin and lightweight like a lab coat rather than a tradesman/outdoors coat)
