a coupla months ago some members were taken aback by paypals " verification" policy. in todays ny times [sunday, march 28] there is an interesting article in the business section, under "the haggler" , written by david segal. kinda confirms all we have come to understand about paypal.

I was one of the complainers about PPal's verification requirement. The way I got around that was to open a "cash card" account and give them that as my bank verification account. The 'cash' account was basically a blind debit card account, only money deposited into the account could be withdrawn.
The truth is that PayPal prefers to scoop money you send directly out of your bank account, rather than charging it to your credit card...
PPal had been happily 'scooping' money from this account to pay for items less than $ 100. What's ironic is that on my last transaction of $ 700 to pay for an item, instead of scooping money from this 'bank account', PPal went directly to my back-up charge card to pay for the transaction even though I had deposited the required sum. PPal works in mysterious ways.

Wish I'd thought of and had the money to start up the paypal scam myself. I'd be laughing now whilst reclined on the deck of an old vintage sailing ship in the Carribbean :D Like most scams, if you cheat a little out of a lot of people, they don't notice and you make big bucks. Then set up a customer service line that charges for the privalige and where no-one but a machine answers you and keeps you hanging for ages ......... simply brilliant !!
