The job of guiding in the aircraft or waving them off is done by the pilots aboard a carrier..... so he would have been issued a flight jacket or in his case an Irvin. The reason he's not harnessed to anything is due to him having the net area off to the side. If the incoming aircraft goes off course and heads his way he dives into the net which is below the deck line next to his station.
