This feature might be not a "must to have" - you can find very similar knits like those on this jacket even in the MIL-J-7823B. Also, some G1s can have the cuff knits installed in an A2 way, without visible stitching on the cuff edge.

Does the patch look to be from the same time period as the jacket ? Or could it have been sewn on at a more recent time ?

I believe that this patch predates the jacket, some available information online can point to Mr. Donald Miller SK1(SS) who served on this submarine until 1954.
