Who qualifies to be issued a G1

Hello all, I’ve just managed to score a size 46 1964 Ralph Edwards which, other than the knits, is in pretty good condition and fits well. my question is what it only aircrew that we’re issued G1’s back in 64 or we’re they issued more liberally at that time? The jacket has some witness marks from a name tag on the chest, was this a requirement then and how?

Officially, only aviators, backseaters and crew were issued them, but others were able to acquire them.
