USN foul weather coat/parka with alpaca WW2

Gents,

friend of mine offered me something pretty rare - at least i've never seen one of these coats/parkas

The shell is in a kind of water repellant, coated fabric - lighter than N1 material
The alpaca-liner is in remarkably good condition with only some smaller "bald" spots
Size is 44 (yeah - at least i can squeeze myself into it) which is also pretty rare

Anyone any idea about the correct nomenclature or able to identify the year of the contract no?

Last photo shows some loops in the armpit-area - any idea about the purpose?
