Thay are used to attach equipment to ie oxygen mask, I think but not sure.

It reminds me of the red that was used on parachute harnesses late in the war by 15AAF personnel.

There were more of those red strips but it looks like some have been removed. Maybe the jacket was used by a ground crew man who directed aircraft and the strips were to make him more visible, perhaps ?
