Label numbers suggest Sporty's Pilot Shop, a gen-av supply house, who offer cheapish jackets in the $200 and up range.
The "govt" label is just for laughs, of course.

I think it might be from Wearguard, a work clothes supply house. I seem to remember one coming out of Thailand a while back.
