Dunno about Mexico but Texas is next door and they have the greenest lawns you've ever seen. They need constant watering because of the heat.

There's lots of beautiful lawns in Mexico. My wife and I used to vacation down there pretty regularly. Playa Del Carmen, and Cabo San Lucas mostly. Both beautiful areas.
