I'm sure they could. Apart from the rip to the sleeve the leather looks very fragile on the upper back and would need to be reinforced from the inside. However it might be best purchased as a display jacket not as a wearer.

lost cause, and nothing to salvage, except maybe the zipper and label.

What could be done with the jacket is change the back piece and the upper parts of sleeves, and dye it fresh.
Would be like new.
