Though some time ago I had decided not to link the two accounts and clearly checked the relevant boxes, today discovered that by default they had become linked again. (I think this happened when the eBay app updated) This means that if you use your mobile phone or tablet to buy something eBay takes payment without you having to log in to PayPal. Obviously if you lose your phone or have it stolen there are serious security issues.
I have just unlinked the two two accounts. It might be wise to check to see what connection you have.

I noticed that too, seems you have to keep checking back to make sure they don't change it again.

You should be using this option:

Credit Card Preference:
When you enable the Login Required preference, you will be asked to log in to your PayPal account any time you use your credit card to fund a purchase made with PayPal. If you leave Login Required disabled, you will not need to log in. Please note that this feature applies only to credit cards you have on file with PayPal.

There are also three options for using a one-time-pass there. Token based (physical) and also using the cell phone itself as a OTP receiver.
There's a lot of options, most people don't enable them for the tradeoff of ease of use and speed.

If you use the app it automatically enables turbo checkout when it updates.
