Original B-10 or not?

Can anyone help me identify the maker and the authenticity of this B-10.

Pictures are pretty crumby, but everything seems to be correct, it's a shame the levels missing, my guess would be a Roughwear?

It's an original alright. Pity someone has messed it up by covering the decal. As for maker, I don't know, but I'm pretty sure it's not a Stagg.
