If I understand correctly, the USAAC was still around, as part of the USAAF.
Last contract? I dunno. What was right before 1401?

The contract numbers listed for 1941 are:
Contract Numbers
W535ac16159 Rough Wear 1941
W535ac16160 Aero 1941

W535ac21996 Aero 1941
Assuming at that time the fiscal year ended 30 June the 1942 orders could have been issued as early as 1 July, 1941 after the official formation of the USAAF on 20 June, 1941.
Now from your's and others posts, it doesn't mean that the jackets with the 1941 dates were actually made in 1941 just the contract issued.
You'd think that with all the info the government has collected on all kinds of things and people over the years that they would have been able to keep track of contracts issued.
