The company you are looking for are HALCYON CLASSIC PARTS:
Halcyon Retail Ltd, Unit 6 Caxton Hill, Hertford, Herts, SG13 7NE, UK.
Web address is : https://classicpartsltd.com/goggles/classic-goggles/halcyon-goggles.html

They supply all spares for their goggles - I have a pair (they’re great on a motorbike!) and bought a spare RAF one - quality is good. And NO - I’m not on commission!!

I Googled ‘RAF Irvin collar strap’ and got several results, a few originals and a chap on eBay was selling repros a few years ago, but doesn’t appear to be now. I would be tempted to try making my own, elastic and a buckle shouldn’t be that hard to find, and I reckon I could bend the appropriate wire to that shape myself.

I think I'll probably make a small jig for bending the wire the elastic shouldn't be a problem.
I found the ones on eBay and reckon it was John from Ace's High selling of what he had left.
