I might be a little biased here being a wearer (and doubtless influenced by Matt Smith's pronouncements about the fez), but berets are cool...

I would say late 1945. The fact that it is daylight and there are children present. Or in a liberated part of France. It would a high risk activity to adopt a relaxed posture like this otherwise. Great photo. I would be that chuffed just to be holding a Bren.

Tom, I pulled it off facebook this morning. According to the guy who posted it, it was taken in Paris in 1944.
