It's Duluth. It is a city located on Lake Superior.

I ran across the Minnesota Historical Society website: http://www.mnhs.org/library/findaids/sv000150d.xml The MHSC lists photos they have from the Minneapolis Star Tribune Newspaper. They have a photo listed of "Anderson, Gordon R., Air Force, Minneapolis," located in "box 60." You may be able to contact them to see if they have a scanned copy of the photo. Since the photo was published in the newspaper it more than likely has a caption or some info about Gordon R. Anderson and the unit he was in when he was in the Army Air Corps, later called the Air Force.

The jacket has a C-47/DC-3 so I would say had most likely was in a Troop Carrier Group or a Combat Cargo Group
